This is a strange bug report.  What is the problem exactly?
FWIW, -nw does not show the splash screen.

Isn't that creating an accessibility disadvantage?

No, "-nw" users have shown that they know a bit about Emacs, so they
don't need the splash screen.

In the future, please describe the precise symptoms of the bug.  This is
far from a satisfactory report:
