Hi there,
for some reason I want to have a TODO item that /cannot/ be (directly,
by C-c C-t) made into a "done" state. It seems that
#+SEQ_TODO: TODO |
works. Is that legal?

It may seem to work, but you are probably going to run into subtle
problems. The TODO/DONE code expects both a TODO and a DONE states.
Reconsider your reason!
