Is there any command in Emacs that can insert the current node "name" as
a Lisp form? Just like this one:
(info "(elisp) Comment Tips")
I have skimmed info.el but didn't find such a command.

Or add it to kill-ring?
Did you try ‘C-M-s kill.ring’ in info.el?
That would be "directed skimming". :-D

Hi,
| w runs the command Info-copy-current-node-name, which is an
| interactive compiled Lisp function in `info.el'.
|
| It is bound to c, w, <menu-bar> <Info> <Copy Node Name>.
|
| (Info-copy-current-node-name &optional ARG)
|
| Put the name of the current Info node into the kill ring.
| The name of the Info file is prepended to the node name in parentheses.
| With a zero prefix arg, put the name inside a function call to `info'.
