I don't think this is sufficiently reliable.  With current master:

    (let ((default-directory "/sudo::/home/npostavs/.emacs.d/"))
      (process-file "git" nil nil nil "merge-base"))
    ;=> "Signal 1"

    (let ((default-directory "/home/npostavs/.emacs.d/"))
      (process-file "git" nil nil nil "merge-base"))
    ;=> 129
