I'm using org-enforce-todo-checkbox-dependencies and
would like to turn that feature off for a specific headline / TODO.
Is there a property I can set to allow me to change a heading from
TODO to DONE w/o checking any checkboxes?
If this isn't simple, I can continue to just use C-c C-x C-b to check all
the boxen under the headline.

I am not aware of such a property ...
From the docstring of org-todo:
> With a triple C-u prefix, circumvent any state blocking.
That seems easier than your current approach.
(Of course, you can bind it to a key.)
