With the above, I don't know why it doesn't load. the files in the
directory are 

mic-paren-autoloads.el
mic-paren-pkg.el

mic-paren.elc

Sorry, wasn't clear.  I meant, it happens for specific packages and
not that the same packages fails sometimes and loads sometimes.
