You might try to use a lisp functions that is run in
`org-export-html-final-hook'
"Hook run at the end of HTML export, in the new buffer."
E.g.
(defun my/replace-latex-markup ()
"Replace LaTeX markup like textbf with html tags."
(interactive)
(replace-regexp "\\\\textbf{\\([^}]+\\)}" "<strong>\\1</strong>"))
(add-hook 'org-export-html-final-hook 'my/replace-latex-markup)
