I tried this on master (f4dc646e0d7fb673f3149836bb7299fba9539e80).
Gnus was stuck with the error mentioned in subject. So I tried
gnus-no-server. But this also give same error.
Command => M-x gnus-no-server
Output =>

1. I opened Emacs and Gnus using an old commit
2. Then I checkout out master again and git pulled again
(5a762c946eac106e60bb55d8175b32decdbf7d5e)
3. Built and launched Emacs/Gnus again.
It worked.

Again got the same error message on latest build. So I had to resort to
yesterday’s build. But my suspecion is that this is related to my local
environment. May be some issue in .newsrc.eld. But I am not sure. I’ll
try to isolate the cause and then report.

I'm experiencing the exact same problem with the latest build, even with
emacs -Q.

Try loading the uncompiled version of gnus-start.el -- that'll give a
more detailed backtrace.

It is a bit inconsistent. Now it is working with the latest commits. And
I am not sure, as of now, which commits have caused it. Tried a few. I
will try the above suggestion if I observe it again.
By any chance could this be related to modus-theme changes. It is
recently upgraded. And the fonts are looking really weird when I load it
from init file. I’ll file a separate bug for this. But why I am saying
this is because I have disabled modus-theme and after that I have not
faced this issue.

This was a year ago -- are you still seeing these issues in recent Emacs
versions?
