Take this quick test,
$ seq 1 1 $((`tput lines`-1))
in 1) a regular X term window. 2) in an Emacs *shell* window.
Are you getting full value for your Emacs *shell* window or is there
wasted lines at the top above the "1" output?
Then take this other quick test,
$ set|egrep LINES\|COLUMNS
Bla bla bla. Bla. Anyways, my COLUMNS were right on target, but my
lines were only 24. Don't know who to blame. Emacs, debian, bash, me,
my mom. Anyways, see, another problem.
