I haved a standard installation of emacs, under Debian (a distro to
which I am new). Like RH's rpm version of emacs, *.el files are
missing.
Can I apt-get them somehow?

For emas-21
apt-get install emacs21-el
Non emacs hint. Use apt-cache search <regexp> to find the packets you
are searching for :)
