I expect that sending attachments won't require more than 200 > lines. As has been pointed out, message-mode has more features than mail-mode. Even if we wanted to bring mail-mode up to par, that would turn it into something just as complex, or more (since, as you noted, message-mode already relies on other libraries to much of its functionality).
