Probably because - is a symbol and hence a variable. It works if 
you quote it:

(defun foo (arg)
  (interactive "P")
  (pcase arg
    (1 (message "%s" "ARG was `1'"))
    ('- (message "%s" "ARG was minus-sign"))
    (_ (message "%s" "ARG not minus-sign"))))
