bug#43031: shr and eww disable background colors

I don't think that's generally useful -- when people specify colours in
HTML, they usually specify the background and foreground colours in
relation to each other.  Just heeding the foreground colour will often
render the text unreadable.

So I don't think this is something that should be added to shr, and I'm
closing this bug report.
