I was curious about this since Gnulib checks for a version of OpenSSL
that is compatible with the GNU GPL.

The license list on gnu.org describes the incompatibility pretty well
[1]. Versions less than 3.0.0 are incompatible. Otherwise it is Apache 2
and therefore is compatible with GPL version 3 [2].
