Is there a special reason why emacs-lisp-docstring-fill-column
defaults to 65 while fill-column defaults to 70?

I use auto-fill-mode (which uses fill-column) when writing docstrings
and I was quite surprised when I discovered that fill-paragraph uses a
different column to fill (namely emacs-lisp-docstring-fill-column).  I
would expect emacs-lisp-docstring-fill-column to default to
fill-column.
