What are the differences between AUCTeX and LaTeX?

Why do both exist?

You don't get it. As written in the AUCTeX manual,
``AUCTeX is a comprehensive customizable integrated environment for
writing input files for TeX/LaTeX/ConTeXt using GNU Emacs.''
that's to say, some .el files ;-)

while LaTeX is ``a high-quality typesetting system with features
designed for the production of technical and scientific
  documentation''.
That's to say, binary files to `compile' .tex files.

You should google for that to get further infos.
