Maybe you've set org-agenda-include-all-todo to true? Try M-x customize-variable org-agenda-include-all-todo RET org-agenda-include-all-todo is a variable defined in `org.el'. Its value is t Documentation: Set means weekly/daily agenda will always contain all TODO entries. The TODO entries will be listed at the top of the agenda, before the entries for specific days.
