I cannot reproduce with the below Emacs: 

(type-of (/ 536870911 1000000)) => integer
(type-of (/ 536870912 1000000)) => integer

(emacs-version) => 
GNU Emacs 24.3.50.1 (x86_64-unknown-linux-gnu, GTK+ Version 3.10.6)
 of 2014-01-22 on localhost"

Can you reproduce from emacs -q?  Can you reproduce from the hg head?

On Windows?  When someone supplies patches, I guess.  Meanwhile you
could try this
