This bug was appeared during the introduction of syntax-propertize.

New functions.
(ruby-in-ppss-context-p): Update to new syntax of heredocs.
(electric-indent-chars): Silence bytecompiler.
(ruby-mode): Use prog-mode, syntax-propertize-function, and
electric-indent-chars.
