`help-function-arglist' is almost there...
(format "%S" (help-function-arglist 'mapc))
=> (arg1 arg2 &rest rest)
But it doesn't correspond to the advertised prototype
"(mapc FUNCTION SEQUENCE)" and loses the argument names.
It uses `subr-arity' which I can examine, but that doesn't tell me the
names of the arguments either.
