org-enforce-todo-dependencies setting

Hi Carsten,

Are the last three lines of the description for
org-enforce-todo-dependencies correct? --------------------------------------------------+

I set this variable with a setq in my .emacs long after loading org-mode
(uncompiled) and have never run into any issues with it.

From the description it doesn't sound like my setup is supposed to work.
