The difference is when you don't call it with a numeric prefix. indent-rigidly uses the default value of 1. My command uses the next or previous tab stop as the default (as defined in the tab-stop-list variable). My command has all the functionality of indent-rigidly but also added intelligence to understand tab-stop-list. My command relies on indent-rigidly to do the actual job. That's why I'm saying that my command supersedes indent-rigidly.
