That's not true for all file name handlers.

Same for tramp-adb.el and tramp-gvfs.el.

That part of the wording hasn't changed recently; it's listed as a diff only 
because the text moved. Could you please fix the wording where it's wrong? I 
don't know how Tramp works, so any changes that I make are likely to go awry.
