Yeah, it's not very useful in special mode buffers, is it? On the other hand, it's pretty useless in all modes that aren't text-like, whether they're read-only or not, so I'd expect people to only switch the mode on in modes that inherit from text-mode, probably. I'm not sure anything can be done for global-display-fill-column-indicator-mode, though -- a global mode is, well, global?
