The decision of what side effects are surprising or "an error" is subjective. OTOH, it's probably not easy to find good examples for acceptable not totally trivial loading side effects, so the rule is a good one generally, and it's good to speak it out clearly, because people not respecting it is by far the bigger problem, and people who know what they are doing know what they are doing anyway.
