The buffers are cycled with the help of window-swap-states.
The windows need cycling as well, together with their identities.

Although I already forgot the difference between rotate-windows,
flip-windows, transpose-windows, cycle-windows.  A small ASCII-diagram
in the docstrings of each function could help to have an overview
like there is already in cycle-windows:
