Sometimes people confound confusion and annoyance, and knowingly. One newbie's topiary maze is another's orange-tinged nightmare. Re this issue, i see the tutorial(s) strive to make the association between the arrow keys and C-n/C-p extremely simple (that is, w/o any "except in this situation..." subclauses).
