It does not link libdbus *explicitly*, when --without-dbus is given.

Maybe we could add a hint in the configure summary, when there is
--without-dbus, but not --without-gsettings and --without-gconf.
Something like

  Does Emacs use -ldbus?                                  no
  Does Emacs use -lgconf?                                 yes
       You might consider to disable Gconf
  Does Emacs use GSettings?                               yes
       You might consider to disable Gsettings
