I'd like to join and express my sincere thanks.

Will there also be a precompiled package for windows?

Even more thanks to yourself for doing the donkey work!

Just one small thing. Is the new Emacs set up to find its way onto the
GNU ftp mirrors? I've just looked at one (16:15 UTC) and it's not there
yet.

It's certainly on some of them. As I wrote on info-gnu-emacs:

Mirrors may take some time to update; the main GNU ftp server is at:
    http://ftp.gnu.org/gnu/emacs/

I have no special knowledge of, or control over, the mirrors, which I
assume update automatically at some (probably varying) frequency.

Yup, e.g. it's on ours (http://mirror.switch.ch/ftp/mirror/gnu/emacs/).

It's not something that I can personally work on (or want to).
I'd welcome anyone who wants to take responsibility for providing
official binaries.

From experience, it's pretty easy to upload things to ftp.gnu.org.
Any member of the Emacs project on Savannah could do this with no help
from anyone.
http://www.gnu.org/prep/maintain/html_node/Automated-FTP-Uploads.html

In the meantime, why not give compiling from source a try yourself?
It might be easier than you think! :)
