I think that's out of scope for `restart-emacs'. I mean, it would be
possible to have a
`restart-emacs-but-with-extra-command-line-arguments', but then you're
not restarting Emacs the way you started it.
But if you start Emacs originally with "--eval" "(make-frame)", then
`restart-emacs' will be restarted the same way.
