it says, "For more info read its News file" about the current stable
release, numbered 21.4. The NEWS file linked to is
<http://www.gnu.org/software/emacs/NEWS.21.3>.

I think this is correct---I don't think that there was a NEWS.21.4
file released. However, it is confusing for people, and they report
the link to the GNU webmasters as broken.

Do others think this needs fixing? What can I do to clarify it?
