Fullscreen is supported in GNU Emacs 22 and later.

Officially you're right, but he meant the developer (CVS) version of
Emacs and this is going to be Emacs 22.  Either build it from the
sources or google for the some precompiled packages of Emacs 22 for
most OSs.  Many User (including me) are using already this version for
their day to day work.

I am using the Windows version of 22.0.50.1 and I have wondered the 
same thing under XP Pro. Setting the "Run: maximized" shortcut 
property does nothing, and starting Emacs via:

C:\Emacs\bin\runemacs.exe --fullscreen

results in bad behavior - Emacs does not seem to realize that there 
is a toolbar at the bottom of the screen and hence starts with the 
minibuffer hidden behind it. Is there a Windows-safe version of 
--fullscreen?

Yes, I saw that, that's why I was asking.  Are you saying "no, there 
is no Windows-safe version of --fullscreen"?

  Emacs.Geometry: 100x50   ; use suitable width x height for your display

Instead of --fullscreen you may try to put

        (w32-send-sys-command 61488)

in .emacs. This should maximize the frame (or rather nearly maximize the 
frame since Emacs does not really support maximized windows on MS 
Windows yet).

produces results very, very close to a normal Windows "maximization."

Emacs 22 is the CVS version. Its quite usable - I've been running it
exclusively for over 12 months now.

There are two things missing AFAIK:

1) Not really full screen (no big matter)

2) You can move the maximized window (more irritating) -- but I just saw 
that this happens only on Windows 2000, not on XP.

I recommend using also the registry entries I mentioned; they are
useful because with them Emacs already starts with a size approximate
to that of the final "maximized" state, so you reduce the flicker
effect of starting a small Emacs window which is immediately
maximized.

Inexact. In the XP Pro I use at work, I cannot move the "maximized"
window; in my laptop's XP Home, I can.
