I've added the hook now.  Thanks, Juanma Barranquero, for the timely
archive pointers!

	* emacs/lisp/simple.el (fundamental-mode-hook): Declare new hook.
	(fundamental-mode): Run the new dedicated hook, and don't run
	after-change-major-mode-hooks manually anymore.
