I have placed some new snapshots on alpha.
https://alpha.gnu.org/gnu/emacs/pretest/windows/emacs-27/
These include the new dependency package which is smaller (the installer
version is now down to 56M and should reduce further at release). Also,
these should be using harfbuzz which was recently merged.
Comments welcome (including "I tried it and it worked").

Just tried the installers for both i686 and x86_64 versions, and they
work fine. (Though I didn't try creating the icons, which I hate.)
