It would help if you could point to where you think Emacs says this. This is the doc string of global-map: global-map is a variable defined in =E2=80=98subr.el=E2=80=99. Its value is shown below. This variable may be risky if used as a file-local variable. Probably introduced at or before Emacs version 21.1. Documentation: Default global keymap mapping Emacs keyboard input into commands.
