I think you missed the important part (and the cited mail):
The emails are from:
ELPA update <do.not.reply@elpa.gnu.org>
Those mails are sent by ELPA to package authors/maintainers. I wonder
how such a mail could be sent to Ben. AFAICS, he's not mentioned in any
tomlr file...
