* What does mean of commits prefix ; ?

Hello:

   I have found that many commits prefix ';', is it has
special mean?

for example: 

e95a8622263  ; * lisp/keymap.el (key-parse): Fix processing of "[TAB]". (Bug#69893)
afb7a23e7b9  ; Improve documentation of 'backup-by-copying'

This is explained the the CONTRIBUTE file in the Emacs sources:

  If the summary line starts with a semicolon and a space "; ", the
  commit message will be skipped and not added to the generated
  ChangeLog file.  Use this for minor commits that do not need to be
  mentioned in the ChangeLog file, such as changes in etc/NEWS, typo
  fixes, etc.
