In what circumstance doesn't Gnus recognise this charset? It's another
name for "ASCII", and Gnus seems to treat it as such.
That is, when does Gnus say that it's an unknown charset?

Check your *Messages* buffer, Lars.
Unknown charset: ansi_x3.4-1968
Pipe the sample message at
http://debbugs.gnu.org/cgi/bugreport.cgi?bug=5458#5
into procmail and then read it in gnus.

One only sees it if one just happens to look in the *Messages* buffer.
So the bug is even worse: a message that one never sees.
Maybe it was covered up by some other message too fast.
script(1) ... emacs -nw ... cat -v shows it indeed is put in the minibuffer.
