You don't see a new texi file when you build emacs because that file is not generated. The file is there already when you download the repository. The file you browse from within Emacs is the .info file which is generated from the .texi file. I think the simple answer is that someone hasn't got around to uploading the .pdf, .ps.gz and .texi version of the 25.1 manual. BR, Robert Thorpe
