I'm unable to reproduce this in Emacs 27.2 (on Debian/bookworm) --
frames and windows are restored as normal.

Do you have any customisations that could affect the behaviour?  That
is, if you have only

(desktop-save-mode 1)

in your init file, do you still see the problem?
