Subject: Note on bug mailing list etiquette

Do not spam the bug mailing with masses of pointless messages saying
just "ping". I would have thought that this would go without saying,
but whatever.

If your bugs have not been addressed, it is because some the Emacs
developers are working on more urgent ones. If anything, such spamming
reduces the rate of bugfixes by cluttering up mailboxes. If you think
that your little documentation tweak (or whatever) has all-consuming
importance, feel free to submit a patch.
