Yes, but that means you should not have any places (variables, parameters, parts of data structures) where you have a string that may or may not be a file name with no way of knowing which you want. Ideally, any data structure which can be compared and may contain a file name should provide a comparison function which will, if it contains a filename, compare the filenames with a filename comparison function.
