The doc string says that the value can be nil or t or a value "as in the
`cursor-type' variable."  But `M-x customize-option' allows only
toggling.  The custom type should correspond to the possible values.

In particular, Customize should let you choose each of the values
mentioned in the doc string of `cursor-type', with the exception of
ANYTHING ELSE:

  t               use the cursor specified for the frame
  nil             don't display a cursor
  box             display a filled box cursor
  hollow          display a hollow box cursor
  bar             display a vertical bar cursor with default width
  (bar . WIDTH)   display a vertical bar cursor with width WIDTH
  hbar            display a horizontal bar cursor with default height
  (hbar . HEIGHT) display a horizontal bar cursor with height HEIGHT
  ANYTHING ELSE   display a hollow box cursor

I've now made cursor-in-non-selected-windows have the same custom type
as cursor-type.
