In that case, assuming we add the predicate suggested in Bug#24855,
i guess we just need to change:

+                   (min next-col-width
+                        (tabulated-list--near-cols-max-widths
+                         (1- (line-number-at-pos))
+                         (1+ n))))
+                width))))

by the following:

+                   (min next-col-width
+                        (tabulated-list--near-cols-max-widths
+                         (- (line-number-at-pos)
+                            (if (tabulated-list-no-header-p) 1 2))
+                         (1+ n))))
+                width))))
