Key sequence to produce page break ^L

Hello,

I do not understand how C-q (quoted-insert) followed by C-l
(recenter-top-bottom) results in the page break \f. Can anyone suggest
where I might look for information?

C-q c-l inserts a literal ^L which is the page break character.

and window.el
