rcirc-cmd-join (bound to C-c C-j by default) doesn't prompt the user to
type the channels to join. Instead, it seems to pick up the string that
is passed to the interactive macro.
See the command join defined by rcirc-define-command.

This issue has been fixed in Emacs 29.0.50 and was related to an issue in
the macro you mention:
