How does a bug status get changed to patch available?

I have sent patches for the following bugs

#6518 (http://debbugs.gnu.org/cgi/bugreport.cgi?bug=6518)
#6528 (http://debbugs.gnu.org/cgi/bugreport.cgi?bug=6528)

but the status is still unclassified.

Can the status only changed bu an admin or can I force a status change 
somehow?
