Hello,
A user emacs conference would consist of talks of about an hour. I think
a week end should be sufficient. If we don't have enough talks we can
split workshops in smaller group on a given topic.
They are plenty of talk proposals listed on this web site.

And since we are speaking of GTD, what need to happens next for this

I think this would be very interesting!
I think the original idea was to host the conference in London, but if
this doesnt manifest, my previous proposal to host the conference at my
company offices in Stockholm still stands:

Good we got a place! So it will be Stockholm.
Roughly how many people can you hold comfortably in a meeting room? It's
important to know so that we don't get too many people.
When we did a Org Mode conference in Paris in 2012 we were very
surprised that 12 people turned up.
The next question is when?
I think like you that a week-end is best. I can't think talking about
emacs for more than two days. I am thinking between April and June 2013.
I am only saying this because warm weather puts me in a good mood. It
could be done sooner.
I don't think we should do it in July or August because most people
takes their holiday then... [1]

I have said several times that he is planning it. I'm sorry people don't
find me authoritative enough.
I asked him to come here and make a statement to stop people running
away with it because I think two conferences within weeks of each other
would be very very bad.

I've asked him to join emacs-devel. He's agreed to do that but he's busy
with work, please be patient.

Well that's great for you. But if people are asked to speak at both they
will probably have to choose which to attend and that will dilute the
attraction of both events.
It would be better to have 1 kick ass emacs event a year than to have 2
poor ones.

I think the office can handle 200 people during events. Office hours we
can only have one room, like 20 people or so(so, 20 people during
weekday work hours, evenings and weekends 200 people)

He *is* working on it. He has a venue. He has speakers (the emacsconf
heroku app was setup by him).

How about first getting a list of who's interested in coming,
AND WHERE THEY LIVE.
Then, in these super-tight austerity-ridden times, choose where
to hold thing based on some try to minimize total travel
and hotel cost.
For instant, if 90% of the people come from Boston and MIT,
well, obviously, hold it there.

There's also hotel costs. Anyone flying n thousands of miles for
a weekend conference is probably going to want to spend at least
some time looking around.
Now, at least with some (maybe all) Perl conferences are held
in the summertime at various universities, where low-cost dorm
rooms are made available.
Back to the duration question. Flying all that distance for just
two days is a "justify it to the boss" problem. Even if the
"boss" is one's spouse.

Me again -- separate post for separate idea.
We have all this super technology these days, just
sitting on our desks: webinars, skype, etc.
Also available, maybe, to those who for one reason
or another are unable to travel to wherever, how
about the presentations also be on-line, with viewers
able to ask questions.
Of course they miss the dinners and bar hopping, but
it's sure better than nothing.
Perhaps some could even do their presentations from, eg,
home.
Question: is the quality of the video and audio good enough?
(This "Pandora.com" music-site is hi-fi, as far as my old ears
can tell.)

I recall ages ago a presentation at Indiana University c.s.
dept done via some nifty program in x-emacs.
The presenter could write down formulas, loops,
calls, etc, just as on a blackboard, but then
could execute stuff right there in the same window,
interspersed among the "blackboard" stuff.
I think the guy (prof) was from some college whose
name started in "G"?

An Emacs user conference sounds useful if users are interested in it.
But keep in mind that running a physical conference is a lot of work.
If you have not done it before, you might think it is easy,
and then be very surprised.
