I have/had similar problems with hebrew. I attach two screenshots.
The fonts which seems to display hebrew correctly in the setting
discussed, but is quite ugly is:
(defun my-hebrew-emacs-etl-set-240 ()
(interactive)
(set-face-font 'default "-etl-*-*-*-*-*-*-240-*-*-*-*-ISO8859-8"))
It seems however that arabic is better displayed with
(defun my-hebrew-emacs-dejavu-mono ()
(interactive)

normal :weight normal :height 143 :width normal))))))
