That's no exactly right. Since the line was outside the list before, it
indents it so that it's still out of it after. With that rule, it's not
the first possible level, but the only one.

I suggest C-x r o as it allows to indent more than one line at a time.

That's not possible. Though, I think it would be quite disturbing. It
works well with Python because every line is treated as such. But, in an
Org buffer, it would only happen on lines following an item, that is not
often enough, IMO, to make it unsurprising.
